William H. McCartney is Chair of HARTH’s Board of Directors.  He also serves on the Board of Directors of the Highland Lakes Family Crisis Center and on the Advisory Committee for the Highland Lakes Area Young Life Organization.  He and his wife, Christine, who is a HARTH volunteer, are Master Naturalists and members of the Highland Lakes Master Naturalist Chapter.  He is a past member and Treasurer of the Board of Trustees of the McNay Art Museum in San Antonio and the Insurance Services Office, Inc. in New York City.

In 2014, he retired from USAA in San Antonio after nearly 16 years as a senior vice president in the law department.  Prior to that, he was a partner in a national law firm, served seven years as the insurance director (commissioner) in Nebraska, including a year as President of the National Association of Insurance Commissioners, five years with a national energy company, and five years as a lawyer with a mutual life insurer.

He and Chris live on a small ranch between Marble Falls and Burnet and are the parents of five adult children and grandparents of thirteen grandchildren.  Both of them are graduates of the University of Nebraska-Lincoln, where they met.  They have been married since August of 1972.  He also has a degree from Creighton University School of Law in Omaha.
